I read that you already know about the Mexican Convention Exclusive. The figures are indeed a repack of the Commander Bow and Airborne Trooper from order 66 sets from series 1.
"The sets are known more as a "conmemorative figure" than an exclusive figure, because they are not official. The sell would be using the basis first to come first to serve and wold be limited one per badge. The convention schedule its from August 8 to 10 in the WTC of Mexico City.
"In the back of the package would be printed the convention poster and a picture of Luminara Unduli and Plo Koon, the 2 special guests from the convention.
