First off, an update on the Black Series Celebration exclusive Vader:
So Hasbro learned from SDCC, you cannot order the exclusive unless you are using a British IP address, I tried on my phone and it didn't work until I used the venue wifi.
Last time people shared the unique url online and everyone bought them before conventions attendees could, so this is a good move by Hasbro to address fans concerns who actually come to the show.
Using a VPN may or may not work, but you still need a unique code, not a URL anymore, so another layer of security, you can't sell the URL to anyone without a British IP.
